In Puerto Rico, AES-PR (Applied Energy Services – Puerto Rico) has been embroiled in a coal ash controversy for over two decades. The AES-PR coal plant in Guayama, Puerto Rico, has been contaminating the air, soil, and water with toxic coal ash since it started burning coal in 2002. The coal ash, a hazardous substance left after burning coal for energy, was stored in a massive, uncovered pile, allowing it to blow into people's homes and nearby schools. The pile was also vulnerable to hurricane-force winds and rain, further spreading the toxic ash.
AES-PR's coal ash pile was located above the South Coast Aquifer, the primary source of drinking water for tens of thousands of people in southern Puerto Rico. As a result, hazardous pollutants like arsenic, radium, sulfate, boron, cobalt, chromium, lead, lithium, mercury, molybdenum, selenium, and other heavy metals leached into the groundwater. These pollutants have been linked to cancer, heart and thyroid disease, reproductive issues, and neurological harm.
In addition to the environmental impact, there were also social justice concerns. The communities living closest to the plant were low-income and Afro-Puerto Rican, facing the brunt of the health and environmental risks. Local activists and community members pleaded with the EPA to enforce the Coal Combustion Residuals (CCR) rule and require AES-PR to clean up the coal ash mess. Despite the federal government's CCR rule regulating coal ash disposal, enforcement by the EPA and Puerto Rican authorities was lacking.
In response to public pressure, the Puerto Rican government took action. In 2017, Gov. Ricardo Rossello signed a law prohibiting the deposit and disposal of coal ashes in Puerto Rico and preventing the storage of coal ash on the island for more than 180 days. Samples from groundwater wells at the AES Puerto Rico plant revealed unsafe levels of pollutants, confirming the need for urgent action. The EPA also exposed AES-PR's proposed "remediation plan" as a sham, designed to cut costs at the expense of the health and environment of Guayama residents.
The AES Puerto Rico power station is a 510-megawatt (MW) plant that the company owns and operates. Despite the controversy, the governor of Puerto Rico filed a bill to extend the life of the plant beyond the territory's renewable energy targets and the deadline for stopping coal burning. This decision highlights the complex balance between energy needs and environmental protection.
