Portland General Electric (PGE) is a publicly-owned energy company based in Portland, Oregon, that generates, transmits and distributes electricity, serving almost two-thirds of Oregon's commercial and industrial activity.
Portland General Electric was founded in 1888 by Parker F. Morey and Edward L. Eastham as Willamette Falls Electric Company. On June 3, 1889, it sent power generated by one of four brush arc light dynamos at Willamette Falls over a 14-mile (23 km) electric power transmission line to Portland, the first US power plant to do so.
On August 5 or 6, 1892, Morey, along with Frederick Van Voorhies Holman and Henry Failing, reincorporated as the Portland General Electric Company with $4.25 million in capital. The new PGE Company purchased Willamette Falls Electric and the Albina Light & Water Company in 1892. Less than a year later, in May 1893, PGE purchased the City-Eastside Electric Light Plant, a municipal power company.
In 1905, PGE purchased the Union Power Company, and the following year, it merged with the Portland Railway Company and Oregon Water Power & Railway Company to become the Portland Railway, Light and Power Company (PRL&P). The company name became Portland Electric Power Company (PEPCO) in 1932. It was reorganized in 1948 as PGE.
In 1980, Bob Short, a former journalist and PGE lobbyist, became PGE chairman and chief executive officer (CEO). In 1983, the company wrote off its $250 million investment in the Pebble Springs and Skagit Plants. In 1985, a new PGE subsidiary, Columbia Willamette Development Co., was created to pursue real estate projects. The company reorganized again in 1986 as the Portland General Corporation.
In 1997, PGE was acquired by the Houston-based Enron Corporation. In 1999 and 2001, Enron attempted to sell PGE to other investor-owned utilities, but these attempts were unsuccessful. In 2004, PGE received notice of a strike by 900 union workers, represented by the International Brotherhood of Electrical Workers. This dispute was resolved shortly afterward, and the union agreed to a new contract.
In 2005, the Texas Pacific Group's offer to purchase PGE was denied by the Oregon Public Utility Commission. The City of Portland then resumed negotiations with Enron to purchase PGE. On April 19, 2005, Portland city officials announced their willingness to spend $7.5 million in attorneys' fees to buy the utility, and the City Council adopted a measure to finance the acquisition. On April 3, 2006, PGE became an independent, Oregon-based company again when ownership was transferred from Enron to creditors.
