Reedy Creek Improvement District
The Reedy Creek Improvement District (RCID) was a local government entity that was established in 1967 by a special Act of the Florida Legislature. The district was created to provide and manage municipal services for the 47 square miles of the Walt Disney World Resort. The district encompassed approximately 25,000 acres in both Orange and Osceola counties and was governed by a five-member Board of Supervisors controlled by the Walt Disney Company, the majority landowner of the district.
The RCID had the authority of a governmental body but was not subject to the same constraints. It had the power to oversee land use and environmental protections, provide essential public services (e.g. fire protection, emergency medical services, potable water production, electric power generation & distribution, etc.), and operate and maintain all public roadways & bridges. The district was funded by assessing taxes and fees to the landowners and lessees within the district, as well as by issuing ad valorem and utility revenue bonds.
The creation of the RCID was lobbied for by Walt Disney during the planning stages of Walt Disney World. Disney wanted to build a "real working city" with both commercial and residential areas, but one that also continued to showcase and test new ideas for urban living. The company knew that its plans for the land would be easier to carry out with more independence from the county and state governments.
In April 2022, the Florida Legislature passed a law to disestablish the RCID, with the law set to take effect in June 2023. This move was seen by some as retaliation for Disney's opposition to the controversial Parental Rights in Education Act, dubbed the "Don't Say Gay" bill by its critics. Following this, in February 2023, Governor DeSantis signed House Bill 9-B, which established a new state-appointed board and renamed the RCID to the Central Florida Tourism Oversight District (CFTOD).
