The Golden Valley 230kV Transmission Line Project will improve service reliability by replacing ageing equipment and providing greater electric capacity to accommodate a projected 5-35 megawatt (MW) increase in peak energy demand over the next decade in the area.
The project is estimated to be in service by 2030 and will involve the construction of a 17-mile-long transmission line. UniSource evaluated six alternative routes for the project, all of which originate at the Harris Substation, located adjacent to the Nucor Steel Plant, approximately three miles southwest of Kingman. The routes end at the proposed Mineral Park Substation, located approximately ten miles northwest of Kingman, near U.S. Highway 93 and Mineral Park Road.
The six potential routes are the East Cerbat Alternatives (E1 and E2) and the West Cerbat Alternatives (W1, W2, W3, and W4), with E1 being identified as the preferred route. All routes cross private land and land administered by the Arizona State Land Department (ASLD) and the Bureau of Land Management (BLM). The East Cerbat alternatives also cross City of Kingman land.
The Arizona Corporation Commission (ACC) must give final approval for UNSE to construct and operate the project. In April 2021, the Arizona Power Plant and Transmission Line Siting Committee voted 7-3 in favour of granting UNSE's application for a Certificate of Environmental Compatibility (CEC). The Bureau of Land Management (BLM) also approved the project, issuing a Decision Record and Finding of No Significant Impact (FONSI) based on the analysis provided in the UniSource Golden Valley 230kV Line Project Environmental Assessment (EA).
