The history of TEP dates back to the late 19th century when Royal A. Johnson started a light plant in Tucson with the aim of replacing the city's oil lamps with electric lights. Despite his efforts, Johnson's idea did not receive widespread support, and his plant eventually failed. However, his endeavours inspired Frank E. "Red" Russell, an employee of the Western Union Telegraph Co., to pursue the electrification of Tucson.
