The fuse can be found by the Crash Site. To obtain it, enter the Dark Aether and make your way to the plane crash site, where you will find a small box. Melee the box to receive the fuse. With the fuse in hand, return to the Weapons Lab in the Facility and place the fuse in the Plasma Cutter across from the Perk Machine.

This will allow the box to be opened and the Cyro-Emitter capacitor to be taken for use.

Now, to upgrade to the D.I.E. Electrobolt, you must build the Aetherscope and obtain Dr. Vogel's diary. Take the Aetherscope back to the Medical Bay and up to the top floor.
