Jolteon
To get a Jolteon in SoulSilver, you must first obtain an Eevee. Eevee is unique in that it has several evolutions, and to get a Jolteon, you must use a Thunder Stone on your Eevee. You can find the Thunder Stone in your bag, and once you use it on Eevee, it will evolve into the Electric-type Jolteon.
To prepare your Eevee for evolution into Jolteon, you should aim to increase its friendship level. You can do this by battling with your Eevee without letting it faint, keeping it in your party, giving it berries and Protein, and taking it to the National Park. You can check your Eevee's friendship level by talking to the Friendship Checker in Goldenrod City, north of the Bike Shop on the east side of town.
