Electric vehicles (EV) rate plans

PG&E is committed to keeping electric vehicle rates low for its customers in California. The company offers a range of rate plans for electric vehicles (EVs) to help customers save energy and money.

The EV rate plan that is best for you will depend on your individual circumstances. PG&E offers a $15-per-month Base Services Charge plan with lower kWh prices compared to some other rate plans. Your home does not need to be all-electric to qualify for this rate plan. However, you are encouraged to avoid using electricity during the early evening when the cost of electricity is highest. You are allowed to change your rate schedule twice in the first 12 months, but after the second rate change, you must remain on the new rate for 12 months.

If you want to install a second meter dedicated to your electric vehicle, you are only eligible for the EV-B rate on that meter. Your house will be eligible for other PG&E rate plans (except for the Home Charging EV2-A rate). The EV-B rate is not eligible for the CARE, FERA, or Medical Baseline discounts. However, for customers enrolled in CARE, the EV2-A rate may be an option. EV-B customers are not eligible to participate in SmartRate. The EV2-A rate may be a good option if you have high energy usage, as customers with over 800% baseline allowance over the last 12 months are not eligible for this rate.

In addition to your monthly subscription charge, you are charged a volumetric rate (kWh) based on how much energy you use and when you use it. Charging is the most affordable midday when PG&E has higher levels of renewable energy generation. These plans can result in lower costs compared to fueling a similar vehicle with gasoline or diesel. These plans eliminate traditional fluctuating demand charges and let you select a subscription level that minimizes charging costs.

For business customers, PG&E offers Business EV rates. To be eligible, you must have a commercial electric vehicle charging station. A renewable energy generator could be used in conjunction with Business EV rates if it follows NEM rules. There is no explicit restriction against traditional generators being attached to the charging area. The meter itself must be only used for EV charging. Customers with approved EV submeters and an approved MDMA can use their submeter to enroll in the Business EV rates.

Residential charging solutions rebate

To qualify for the Residential Charging Solutions Rebate, there are several requirements that must be met. Firstly, the applicant's name and address must match the equipment's proof of purchase receipt, income verification documents, and the vehicle owner's or lessee's name and address. The applicant must also meet the annual gross income limits for their household size and county in PG&E's service territory, or be enrolled in a qualified public assistance program.

In terms of documentation, PG&E requires legible copies or images in specific file formats (PDF, JPG, JPEG, PNG, DOC, or DOCX). The applicant must submit proof of enrollment in a qualified public assistance program or complete IRS Form 4506-C and PG&E's Household Income Summary Form. Additionally, a proof-of-purchase receipt for the eligible equipment, showing a date of purchase on or after November 17, 2023, is necessary. Photos of the eligible equipment and its serial number, installed and ready for use, are also required. If you have previously installed a 240-volt outlet, you may not need to provide an electrician's invoice, but you will need to provide photos of the equipment and its serial number.

It is important to note that each customer household is only eligible to receive one Residential Charging Solutions Rebate, and all installations must be performed by a licensed California electrician. If your tax return for the year of equipment purchase has not been filed yet, PG&E may request your most recently filed tax return within two years of the purchase for income verification.

If you have any questions about the Residential Charging Solutions Rebate, you can email [email protected] or call 1-877-700-8991 for more information.

Pre-owned EV rebate

The PG&E Pre-Owned EV Rebate program offers incentives to qualifying electric service customers to encourage the adoption of used electric vehicles (EVs) in the Pacific Gas and Electric service territory. The program offers two levels of incentives: a standard rebate of $1,000 or a Rebate Plus option of $4,000 for applicants who meet specific income-based requirements.

To be eligible for the Rebate Plus option, applicants must meet certain program requirements and qualify under either Eligibility Scenario 1 or Scenario 2. However, if an applicant receives the standard rebate, they cannot apply again later for the difference between the two options, regardless of their income qualifications at the time of the original application. It is important to note that if someone else claims the applicant as a dependent for federal income tax purposes in the tax year the vehicle is purchased or leased, the applicant is not eligible for the Rebate Plus option, regardless of their income or enrollment in a qualifying public assistance program.

The PG&E Pre-Owned EV Rebate program is administered by the Center for Sustainable Energy (CSE), which processes applications, issues rebate checks, and conducts marketing and outreach to increase program participation. CSE also works with used car dealers and community-based organizations to educate them about rebates and EV benefits.

To apply for the PG&E Pre-Owned EV Rebate, applicants must meet certain requirements, including income verification and providing proof of purchase. The applicant's name and address must match the equipment's proof of purchase receipt, income verification documents, and the vehicle owner's or lessee's name and address. Additionally, the applicant must meet the annual gross income limits for their household size and county in PG&E's service territory or be enrolled in a qualified public assistance program.

Rebate Plus option

The Rebate Plus option is one of the two options under the PG&E Pre-Owned EV Rebate program. The other option is the Standard option. The Pre-Owned EV Rebate program is for customers who have purchased or leased a new or used EV (fully battery electric or plug-in hybrid) within six months prior to applying to the program.

To be eligible for the Rebate Plus option, applicants must meet the following criteria:

  • Have an annual gross income that is within the limit for their household size and county in PG&E's service territory.
  • Be enrolled in a qualified public assistance program.
  • Have purchased or leased the vehicle on or before June 30, 2024.
  • Submit their application within 180 days of the date of vehicle purchase or lease.
  • Provide proof of enrollment in a public assistance program at the time the vehicle was purchased or leased.
  • Have the applicant's name and address match the vehicle owner's or lessee's name and address on the valid vehicle registration card or temporary registration.
  • Have an active PG&E residential Electric Service Agreement.

It is important to note that applicants who receive a rebate for the Standard option cannot apply for the Rebate Plus option later. Additionally, vehicles registered to a trust are not eligible for the Rebate Plus option.

PG&E's Empower EV program

PG&E is committed to low electric vehicle rates and home charging for electric cars in California. The utility company offers several incentives to encourage the adoption of electric vehicles (EVs) and make them more accessible to its customers. One of these incentives is the Empower EV program.

The Empower EV program offers households up to $2,500 in incentives. This includes up to $2,000 in financial incentives to help cover the costs of electrical panel upgrades, if needed, and one free Level 2 charger valued at $500. PG&E will cover up to $2,000 in costs for electrical panel upgrades per single-family home. The Level 2 charger can either be hardwired or plugged into a 220+ Volt outlet.

To be eligible for the Empower EV program, customers must have purchased or leased a new or used EV (fully battery electric or plug-in hybrid) in the six months prior to applying to the program. Customers must use the program's licensed electrician, Synergy Companies, for panel upgrade work and are financially responsible for any costs above the $2,000 project cost cap.

Additionally, PG&E offers a Pre-Owned EV Rebate for customers who purchase or lease an eligible used EV. The rebate amount is up to $4,000. To be eligible, customers must submit an application within 180 days of the date of vehicle purchase or lease. The application must include supporting documents, such as proof of purchase, income verification, and vehicle registration showing the current residential PG&E service address.

For customers who are unable to take advantage of the Empower EV program or the Pre-Owned EV Rebate, there are still other options available. PG&E offers a range of EV rate plans, such as the EV-B rate and the Home Charging EV2-A rate, which can help customers save money on their electric vehicle charging costs.
